OVS doesn't have a wiki at the moment.  For now I added a page on
openvswitch.org:
        http://openvswitch.org/development/openflow-1-x-plan/

I would normally want to list who is doing what, but the person who
signed up for MPLS and QinQ seems a little reticent.
