No. A fake bridge is not an independent OpenFlow datapath, so you
cannot control it separately with OpenFlow.

You can set a controller for the parent bridge, which includes all the
ports of the fake bridge.

Probably, in-band control is creating the flows. "ovs-appctl
bridge/dump-flows <bridge>" will show you, if so.
